Part One. Section 3. C. V. The Legal Status of “Non-Germans”

1.
For the office of the governor general, cf. administrative instruction no. 1 of April 7, 1941 (Weh,
Übersicht über das Recht des Generalgouvernements
[loose-leaf collection] [1943], A 122 a), Third Decree on the Development of the Administration in the General Government, March 16, 1941 (
VBl.GG
[1941]: 99). According to this, the ambit of the Central Department of Internal Administration comprised the General Public Administration (subdepartments of Ecclesiastic Affairs and Surveying), the Municipal Administration, the Civil Service Code and Organization, Population Affairs and Welfare (including Jewish policy), Road Traffic, Health, Veterinary Medicine, and Public Works Service. In 1943 a separate Central Department of Health was established. For the district level organization, cf. administrative instruction no. 3, April 7 1941 (Weh,
Übersicht über das Recht des Generalgouvernements
[1943], A 121 c), to the Decree on the Unified Administration of December 1, 1940 (
VBl.GG
1 [1940]: 357); this had almost the same structure (except that the Public Works Service was a department in its own right). For the
Kreishauptmann
level, cf. administrative instruction no. 4, April 18, 1941 (Weh,
Übersicht über das Recht des Generalgouvernements
[1943], A 121 d), to the Decree on the Unified Administration of December 1, 1940; the organization is similar, except for the district police services (Commercial Inspectorate, Building Inspectorate, Traffic Police, River Police); for further details, see note 5.

2.
Concerning the resettlement of
Poles
within the General Government, in particular the so-called “Zamo
action” (grouping of Poles not fit for work in so-called “pensioners’ villages”; deportation of able-bodied Poles to the Altreich), cf. memorandum from SS-
Standartenführer
Herbert Böttcher, February 12, 1943, and further correspondence with the UWZ Łód
(
Umwandererzentralstelle
—the Central Resettlement Office) concerning “pensioners villages” (Institute for Western Studies, Pozna
); memorandum from the head of the UWZ Łód
(Alois Krumey) about a discussion with the SS and police leader (SSPF) Warsaw on February 24, 1943; report of SSPF Warsaw to UWZ Łód
of March 27, 1943, on the return of evacuated Poles from Zamo
to their homeland; letter from
Kreishauptmann
Garwolin to SSPF Warsaw, March 23, 1943; reports to SSPF Warsaw from Zamo
on the resettlement of the remaining Polish families from Zamo
in Siedlce, February 26, 1943; report (no date, probably end of 1943) about the catastrophic effects of the Zamo
