Add the water, tamari, vinegar, tamarind concentrate, molasses, sugar, salt, ketchup, cloves, and chili powder to a blender or food processor and whiz until well combined. Put the mixture into a small saucepan. Add just enough water to the cornstarch to make a smooth paste, then add to the sauce.

Heat for 5 minutes (or so) on high, whisking constantly, until the sauce is slightly thickened and glossy. Remove from the heat and refrigerate until cool.
