66. Soon after the Soviet expert group arrived in the Northeast, it suggested the CCP Northeast Bureau set up a government there. It also claimed that such a government would receive diplomatic recognition from the Soviet Union and East European countries and that in this way the CCP would be able to obtain more assistance.
